Phil Wiggins, a blues harmonica virtuoso who embraced the fun-loving Piedmont style and toured the world as part of a duo celebrating a distinctive musical form that was revived in clubs and impromptu jams in the Washington, D.C., area, died May 7 at his home in Takoma Park, Md. He was 69 years old.
